MoA offers the following services:
Project Management
MoA undertakes the management of large projects on behalf of clients, namely, government departments, agencies, and consortia of service providers. This includes being involved in various aspects of the project from conceptualization, to implementation, management of human, financial and material resources, stakeholder management, and ensuring that there is regular reporting and accountability to the clients. Although the bulk of the projects we have managed have been in the development sectors, we can manage projects across all sectors, as we have a strong network of specialists with strong project management experience and expertise.
Project Management Resource Group (INFRASTRUCTURE DEVELOPMENT and MAINTENANCE)
Project Management Resource Groups (PMRG’s) are partnership organisations (service providers) that are currently contracted to the Gauteng Department of Public Transport Roads and Works (PTRW) to act as agencies for fast tracking the delivery of infrastructure development and maintenance in Gauteng.
The PMRG strategy was first implemented in the last quarter of the 2004-5 financial year. The role of PMRG’s is to assist the department to meet its objectives of fast-tracking the delivery and maintenance of infrastructure. They have been deployed to various sites to address inadequate human resource and technical capacity within the department to accelerate delivery. The criteria used to appoint PMRGs included that they needed to demonstrate expertise and experience in the following disciplines or fields in which the department needed assistance:
- Project strategic planning and engineering designs;
- Community liaison & facilitation and administrative skills;
- Extensive experience in project management methodologies (PMBOK) and software applications;
- Capital works facilities planning;
- Facilities maintenance;
- Road construction and maintenance management;
- Construction management and site supervision;
- Financial control and management during construction;
- Risk management during construction risk management during construction;
- Be conversant with engineering and or building contract;
- BEE compliant
MoA is one of the PMRGs appointed by the GDPTRW to manage key infrastructure development projects on its behalf. The MoA PMRG is a partnership comprising organisations with expertise in the fields of engineering (civil, mechanica, and electrical), quantity survey, construction management, town planning, financial management, organisational development, and project management. Currently, we have been allocated four key projects, namely, the Construction of the New Natalspruit Hospital, the Revitalisation of Sinaba and HM Pitje Stadia (2010 training stadia), the Revitalisation of the Metered Taxi Project, and Development of Transport Economic Hubs.
Organizational Development (OD)
Having a well structured and organized business is key to long term success. Most organisations are unable to realize their objectives because they do not have the appropriate organizational structure, policies, systems and processes. MoA has been involved in assisting government departments put in place organizational structures/organograms, policies, systems and processes that enable them to attain their strategic objectives. MoA has also undertaken skills audits as part of these processes which are aimed at determining capacities, which together with structural matters, can help organisations succeed.
Learning and Teaching Support Materials
Learning and Teaching Support Materials (LTSM) have a critical role to play in supporting the implementation of the transformed curriculum. Ensuring that quality LTSM is available to schools on time remains one of the key challenges for the education authorities in this country and many other developing countries. The identification, evaluation, selection, financing, purchase, and timeous delivery of appropriate learning and teaching support materials is one of the critical factors that have a determining influence on the successful implementation of the curriculum. The availability of materials in the classroom is one of the important indicators of the effectiveness of the education system. Most importantly, what is also critical is the ability of teachers to effectively use the materials, which are really their ‘tools of the trade’, to meet their needs and those of their learners.
- Management of LTSM evaluation, including the development of specifications for publishers, development of evaluation criteria and tools, recruitment of evaluators, training of evaluators, on-site management of the actual evaluation process, quality assurance of the evaluation process, and development of a list (catalogue) of approved materials.
- LTSM (assert) management at various levels to ensure that all materials in the system are accounted for. MoA has partnered with an IT company to develop and make available an appropriate IT programme for such a purpose.
- Training of education department officials and educators on all the above.
- Development of LTSM Policies for education departments. The policies cover such aspects as availability matters, economics of LTSM, evaluation, requisitioning system, distribution, management at school level, and interaction with stakeholders i.e. publishers and book suppliers.
Project Evaluation
MoA has been involved in the evaluation of numerous development projects on behalf of government departments, donor organisations and non-governmental organisations. These evaluations or reviews involve assessing whether or not the objectives of the projects are met. This includes looking at such matters as the capacities (management, financial, etc) of those responsible for implementing the projects, the challenges of implementing the projects and what solutions were found, the impact of the project on the intended beneficiaries, and lessons learnt. The evaluations are often done at defined strategic points in the implementation of the project, i.e. annual, mid-term, end of project evaluations. MoA has a network of consultants who have sound research and project evaluation experience, as well as project management experience.
Training and Skills Development
The need for training and skills development in all sectors of society in South Africa is beyond doubt. The shortage of skills and the impact it is having on the ability of many of our citizens country to participate effectively in the economy and contribute towards its growth is one issue where there is total consensus in the country.
Comprising a network of like-minded human resource professionals, MoA provides training in a variety of areas and sectors. Our training solutions are tailored to the needs of both individual and organization. Whatever our client needs, MoA works closely with them to build them a more effective and winning training solution.
Our approach to learning acknowledges that people learn differently, and thus a variety of innovative strategies need to be employed. Also, we believe that learning that is participative and practical is the most effective.
In undertaking training, we do the following:
- Needs analysis
- Development of relevant and tailored training programme, including defining objectives, intended outcomes, methodologies and strategies, structures and processes.
- Recruit the right team of facilitators for the job.
- Development of appropriate materials for facilitators and learners.
- Undertake actual training.
- Management of training on-site.
- Evaluation of the training.
- Production and submission of regular training reports, and comprehensive project end report.
- Ongoing internal planning and assessment.
- Ongoing liaison with and accountability to the client.
ABET
There is a plethora of literature which indicates that the levels of illiteracy in South Africa (and other parts of Africa) are very high, given the history of poor education provision in this country. Adult Basic Education and Training is undoubtedly critical in this society. It ensures that adult citizens who have missed out on education in the past have the opportunity to learn to read and write and develop life skills, which will in turn empower them to participate in social life actively and effectively.
MoA is provisionally accredited by UMALUSI as an ABET service provider. Our ABET programme and materials comply with UMALUSI and South African Qualification Authority (SAQA) standards. Our facilitators and other resource persons are well qualified and experienced in dealing with adult learners, and they use innovative learning and teaching and assessment strategies and methodologies. Because ABET is critical across all sectors of our economy, our target market includes, amongst others, Sector Education and Training Authorities (SETAs), government departments, private sector organisations, non-governmental organisations, and other agencies.
